I don't think it's great for the game, it's another way for them to see how much they can milk this cash cow. But if it sells then they've succeeded in making a bit more money by adding a small fun feature (for those who buy it) that doesn't impact the actual gameplay for anyone who hasn't bought it.

I believe they're trying to catering towards the black/hip hop/gangsta/wangster/wigger market in the US. I'm sure it'll appeal to and sell to the younger under 21 xbox demographic.

It seems like an experiment to see how they can incorporate big names into the game that will appeal to the main playerbase and encourage them to drop a few bucks on microtransactions. I'm sure they did plenty of market research and it probably resulted saying the users this is targeted at are the ones most likely to drop $3 on a novelty voice pack (similar to the TomTom Voice Pack craze a few years back on sat navs). The devs seem to like this whole ganster/rapper theme and it must be working for them seeing how they also got Eminem to do the theme for the trailers and was heavily involved in the promo in the leadup to the release of the game.

I wouldn't be surprised to see more micro transactions on the way. They rake it in on mobile games by doing things like this.

Snoop is famous for his 'Snoopisms' though, ya know? Fo shizzle me nizzle. His recognizable voice is probably more marketable to voice pack like this.
